The lowest-profile Ella tubs are the LayDown models, and the LayDown60 stands 21 inches high with a soaking depth of 15 inches, which is almost certainly the figure you have seen. Seated walk-in tubs are taller still because they are built around a chair-height seat, and the number that decides how easy a tub is to enter is the step-in threshold, not the outside height. Where the 15 Inch Figure Comes from

The two LayDown tubs are the Ella models built for lying down rather than sitting. Both have a soaking depth of 15 inches, compared to about 11 inches in a standard bathtub, so the 15 inch number describes how deep the water can be, not how tall the tub is.
